Harris Wins USSOCOM Order

Harris Corporation (NYSE:HRS), a leader in the public safety and professional communication market, received an order worth $81 million for its Falcon III wideband tactical radio. The order is a part of a $400 million deal with Harris Corporation, where the company will support the U.S. Special Operations Command (USSOCOM) to upgrade its equipment.

As a part of the deal, Harris will provide USSOCOM with its Falcon III AN/PRC-117G radios, which facilitates high bandwidth communications and supports video streaming, and faster voice and data transmission across a battlefield. According to the company, the radio is much lighter than traditional radios, thereby significantly reducing a soldier?s load and offering high degree of mobility and security.

Recently, Harris declared its third quarter 2012 financial results with both revenue and EPS surpassing the Zacks Consensus Estimate. In the reported quarter, the RF Communication segment, which includes Tactical Radio Communications and Public Safety and Professional Communications, won new orders worth $629 million with $534 million in the Tactical Radio Communications business. Total order book in the Tactical Radio Communication segment stood at $717 million.

Falcon III tactical radio is gaining popularity within the Defense sector of several countries and the company expects to win many more deals in that field. We believe that the USSOCOM deal proves Harris Corporation?s ability to support the current and future public safety requirements. Tactical Radios and Public Safety and Professional Communications together provide an opportunity of more than $6 billion.

In spite of winning consistent contracts along with a strong order book, Harris faces stiff competition from companies like Boeing Co. (NYSE:BA), General Dynamics Corp. (NYSE:GD) and Raytheon Co. (NYSE:RTN) which also provide high-end public safety communications system.

Dynamics of older men-younger women affairs

While everyone seems to be enthralled by the emergence of the cougar, the fact still remains that even though an older man-younger woman relationship is more acceptable, its still a cause for concern amongst couples and their families too.

A lot of speculations abound around such sugar daddy relationships with insinuations of hes in it for the sex and shes in it for the money and as a friend of mine once remarked, how many younger women do you see with penniless old men? However, when I look no further than my own father , whos in a relationship with someone 30 years younger to him, I disagree vehemently with the assumptions. Firstly, because most women I know complain that their men are not mature enough and it is a known fact that women mature faster than men. When I look at older men, I see maturity and a potential father figure which may be of emotional benefit for those that have been products of a broken home or have lost a father at a young age, or simply love being cocooned and protected. Older men also tend to be more indulgent and generous given that at this stage, they have a steady job and finances in place and lastly, a couples greatest concern, that he perhaps lacks the energy and stamina of a younger lover can certainly be compensated through skill and expertise. As for why the older man dates a younger woman? Well, certain reasons like younger women seem happier, less jaded, less set in their ways and have not accumulated oodles of stress scars seem logical and a basis for great relationships. But I must end this on a funny note: I Googled some reactions and I feel smart around her because Im always teaching her things, or because I know it wont work out, and my eventual goal is to be alone made me roll over laughing. Its clearly not age, but individuals that make or break relationships.

Can you train yourself to be an optimist?

Rainy-Brain---jacket.jpgCognitive psychologist Elaine Fox from the University of Essex, UK, explores the ways in which we can retrain our brains to view the world with a positive outlook in her book Rainy Brain, Sunny Brain. New Scientist asked her why some people see the glass as half empty, and what techniques science offers us to change that perspective.

What makes someone more prone to optimism or a pessimism?
At the very core of who we are are cognitive biases, ways of processing the information in the world around us that are automatically going on outside of our awareness. So some people are tuning in to negative information at a very subtle level and other people are tuning into positive information.

Do we do this all the time?
Yes. If you walk into a room and people laugh and then say "Hello", somebody who is socially anxious will think that people are laughing at them, and will make some negative interpretation. Someone else might think, ?They?re pleased to see me?. So the same information can be interpreted in quite different ways. That?s something quite fundamental and it leads to the longer term states of your mindset.

So these biases predispose us to having a particular outlook - but where do they come from in the first place?
We know that we aren?t born into the world as blank slates - we already have some tendencies, and fear and pleasure are great motivators. When we come into the world our brain automatically tunes into things that might harm us or benefit us, and there are individual differences to how people respond. We know that there are different genes and chemical systems involved in pleasure and fear responses.

Are we born destined to become either optimists or pessimists?
No, quite the opposite. Genes are involved in that, but it?s how genes and the environment come together that determines these brain states. One thing that?s come out of the research is that these brain circuits that underlie our mindsets are highly malleable. There are even techniques that can shift these brain circuits. So I wouldn?t say we are born to be optimistic or pessimistic and never change -I think we are born with certain tendencies to react in certain ways. For instance, some people go through all sorts of things and just seem to bounce back. So these fundamental differences do seem to lead to fundamental differences in resilience.

What kind of evidence is there for this idea?
One bias we can study in the lab is attention bias. We use a computer and flash up a pair of images, for example a snake and a rabbit - one is a threat and one is not. After the images flash up - just for 20 milliseconds so people aren?t consciously aware of what the pictures are - they have to press a button when they see a target on the screen. After about 1000 of these trials, you find slight differences in reaction speed. Negative people tend to report the target faster if it comes up on the same side as the negative image, suggesting they paid more attention to it. At the end of the session we present them with a test, and the research finds that people who have a negative bias tend to show a stronger stress response than people who have a positive bias.

What?s so good about being optimistic anyway?
The research shows that, as long as they are realists too, people who have an optimistic mindset and feel like they are able to cope when things do go wrong benefit in all sorts of ways. The evidence is also quite strong now that an optimistic mindset is beneficial for our health. People with optimistic mindsets are also more successful in business, and seem to live longer.

Could it not be that people who are successful and healthy are more optimistic? Presumably there are lots of people who failed in business even though they were optimistic but aren?t around to tell the tale?
Lab based research does show that optimistic people are more persistent. In one study, people were rated on their level of pessimism or optimism and then were given anagrams to do, some of which were impossible. People who were optimistic stayed significantly longer trying to do the impossible anagrams - so they didn?t give up - that?s good experimental evidence.

So is a pessimist like me just doomed to failure?
No. One of the things I?ve been researching are cognitive bias modification procedures - experimental techniques where we use computers to induce different biases in people in the lab. You can take somebody with a neutral bias and then induce either a positive or negative bias temporarily, and we can see that that actually changes people?s emotional vulnerability. That demonstrates that these biases are playing a causal role in both vulnerability and in resilience. And training people to zone in on the positive or negative images over time can shift these biases.

So you can train your brain to be more optimistic?
Yes - and that?s the kind of research we?re doing now. We need to get a lot more information but one of the nice things about these techniques is that they can be implemented over the internet or even on smart phones. There was a big study in Harvard recently where people used smart phones for a few minutes a day to train these biases. The early research is very encouraging in suggesting that these techniques shift people's mindsets in a fundamental way that should lead to positive changes.

No Name Farm/Ranch: And Then Something Amazing Happened

It's true that, at one time, we had a cat named Simon.? Simon made an indelible mark on our lives for non-extraordinary reasons, namely - he peed on everything.? For this reason, and also because I find cats to be persnickety in general, he did not make it onto my Top 5 Favorite Pets list.? Don't worry, don't worry.? Not making "the list" doesn't deprive an animal of anything actually.? It just means they don't have to withstand my constant attention which I'm guessing can get annoying, actually.? Especially if you're a finicky feline constantly obsessed with choosing an inanimate object to bestow with urine.? I paint a pretty picture of this cat, don't I?? Right.? So it's for these reasons that I was generally silent about what happened to Simon when we officially moved him out to the land almost four months ago.? Since he was a very happy outdoor cat, we knew the move would be particularly troublesome.? He would be unhappy kept inside, as you're supposed to do in a move, and he'd be overwhelmed by the new surroundings.? We compromised by keeping him inside for just one week instead of the 2-3 weeks many people recommended.? And even that amount of time was barely manageable.? For the duration of that miserable week he sulked and paced and yowled at the edge of every window.? He pawed at the glass doors and howled from under the couch.? Kitty cat wanted outside badly enough that one morning, around 5am, I went to the back door where he was standing and mewing loudly and just - opened it.? He ran onto the porch, his tail swishing crazily from side to side as if he imagined an entire forest of easy-to-catch squirrels just beyond the concrete for the taking.? I grabbed his litter box and food and placed them next to the door hoping the scent of both would remind him where home was.? Then I turned on the porch light.? And I went inside.

We haven't seen him since.

The details of my actions are probably going to be viewed as hasty and irresponsible, but I assure you that the cat was feeling much more strain during his week of imprisonment inside than he ever felt as a cat on the loose in the woods.? At least that's what I told myself repeatedly with guilt during the weeks after his disappearance.? As the weeks stretched into months, we stopped wondering if he'd ever return and were certain he'd probably met his fate (in the mouth of a coyote) on that first morning in the woods.

Four months later: Friday night I stood at the edge of the goat pen when the dogs raced by barking at something in the dark.? Normally, I ignore this behavior.? Let's be honest - my dogs bark at and "chase" leaves blowing across the driveway.? I've learned their actions rarely justify the drama.? On this night, however, my sister had stopped by and said, "No, they were actually chasing something sort of low to the ground?" which caused me to run to the edge of the woods with the flashlight where I saw two eyes peer back at me, blink a couple of times and disappear.? I shouted for Jer, saying there was something in the woods we should track down (we're always wary of coyote.? You never know).? At the precise moment Jer ran out onto the porch, I saw a white streak literally jump from the edge of the woods and stand paralyzed for a moment before my dogs chased it back into the trees.

Jer turned to me, mouth hanging open, "Um.? Was that SIMON?"? And just as he said the name we heard the distinct, low yowling sound of our old Siamese cat from somewhere out in the woods.? I ran into the trees, called his name and finally, huddled next to a rotting stump, was our runaway cat.? We brought him to the house and fed him well - shocked at his excellent condition despite being incredibly skinny.? Since Friday he has returned for dinner two times, and I expect it will continue in this fashion until he starts to stick around for breakfast and then for a snooze on a porch chair.? I've been wrong before, but I have a feeling.? It's obvious that Simon had a wild oat to sew and also that we seriously underestimated his survival skills.? And not to over-dramatize the situation, but it did restore my belief in second chances and keeping the faith and all that.? It also restored my belief that every single item on our porch will soon be covered in Simon pee. ?

Report: Miami Officer Shoots, Kills Naked Attacker

MIAMI ? A Miami police officer on Saturday fatally shot a naked man who was chewing on the face of another man on a downtown causeway off-ramp, police and witnesses said.

The Miami Herald reports () that gunshots were heard at about 2 p.m. on the MacArthur Causeway off-ramp, which is near the newspaper's offices. Witnesses said that a woman saw two men fighting and flagged down a police officer, who came upon a naked man mauling the other man. The newspaper quoted witnesses as saying that the officer ordered the naked man to back away, and when he ignored the demand, the officer shot him. Witnesses said that the naked man continued his attack after being shot once, and the officer shot him several more times. http://hrld.us/KiMC2Y

Police said the other man was transported to Jackson Memorial Hospital Ryder Trauma Center. The newspaper said he had suffered critical injuries.

The police department confirmed in a news release that there was an officer-related shooting, but did not include many details provided by witnesses to the newspaper.

A police spokesman couldn't be reached for comment by The Associated Press on Saturday evening.

The police news release said the identities of the two men were not known.

A photograph posted on The Herald's website shows an officer standing watch on the ramp next to two police cruisers, with a body lying on a pedestrian walkway. Police requested the newspaper's video surveillance tapes.

The shooting and investigation tied up causeway traffic as crowds were arriving at South Beach for an annual hip-hop festival.

Javier Ortiz, a spokesman for the Fraternal Order of Police in Miami, said that based on information he's received, the officer who fired the shots "is a hero and saved a life."

NEW YORK (CNNMoney) -- Memorial Day may mark the unofficial start to summer, but investors won't be getting any rest and relaxation during the coming week.

Following a three-day weekend (U.S. markets are closed Monday for Memorial Day), uncertainty will continue to swirl over Europe, with the threat of Greece leaving the eurozone still looming.

Worries over Greece's future and the broader region's debt problems have already triggered deep losses in U.S. stocks and international markets this month. The S&P 500 (SPX) and Dow (INDU) are down almost 6% in May, and headed for their worst monthly losses since November 2011. In fact, the Dow has only been up four days so far this month. The only other time the Dow had a month with just four advancing days was September 1903.

Meanwhile, the Nasdaq (COMP) has tumbled almost 7% and is on track for its worst monthly performance in two years.

U.S. markets will continue to be driven by the situation in Europe, especially in the weeks leading up to Greece's June 17 elections, said Tom Schrader, managing director at Stifel Nicolaus. Until that date, investors will keep close tabs on polling results and comments from European leaders.

If Greece ends up with a coalition government led by the leftist Syriza party, which is currently leading the polls, chances are good that Greece will be forced to exit the eurozone.

Syriza party leader Alexis Tsipras has denounced the country's austerity measures that are a condition of Greece's bailout deal. While EU leaders say they want Greece to remain in the eurozone, they also stress that the nation must abide by the terms of its bailout agreement.

The growing risk of a Greek exit also raises concerns about the ramifications for Italy and Spain, said Schrader. Spanish banks are already in the spotlight, with Spain's fourth-largest bank, Bankia, asking the nation's central bank for ?19 billion to recapitalize itself.

Later in the week, focus will shift to the U.S. economy, as investors parse through a deluge of economic data, including four different readings on the job market, as well as a reading on manufacturing activity and auto sales figures.

The most important number will come in the Labor Department's May jobs report before the opening bell on Friday.

Economists are forecasting that 155,000 jobs were added in May. While that would be an improvement over the measly 115,000 jobs added in April and the 154,000 in March, the pace is still weak compared to job gains in the previous three months, each of which exceeded 200,000. The unemployment rate is expected to hold steady at 8.1%.

"If the jobs number doesn't come in above expectations, that will raise some red flags," said Schrader. A lack of more robust jobs growth could push the country into a somewhat mild recession, he added.

Schrader will be keeping a close eye on oil prices, as the energy market telegraphs how the broader economy is doing, he said.

Crude oil prices have tumbled more than 13% during the last month, trading around $91 a barrel. Last week, oil prices dipped below $90 a barrel for the first time since November.

"A lot of people like when oil and gas prices fall, but that's a negative for the economy, so you have to be careful what you wish for," said Schrader.?To top of page

Fake 'Angry Birds' fraudsters fined $78,000

A company has been fined 50,000 pounds (about $78,300) for profiting from fraudulent version of "Angry Birds," "Assassin's Creed," "Cut the Rope" and other rigged smartphone apps downloaded by thousands of people.

Unbeknownst to those who downloaded them, the spoofed apps secretly took over victims' phones in the United Kingdom and other countries. Lurking in the background, the apps triggered each victim's phone to send three texts, at a rate of 5 pounds (about $7) each, according to U.K. telephone industry regulator PhonepayPlus, which cut off the scam, dubbed "RuFraud."

The fine was levied against A1 Agregator Limited, a firm which "had control of, and responsibility for, the premium rate payment system which enabled the malware to fraudulently charge consumer's mobile phone accounts," PhonepayPlus said.

In total, RuFraud affected 1,391 UK smartphone users to the tune of 27,850 pounds (about $43,500), before PhonepayPlus put an end to it. It's estimated that approximately 14,000 downloads of the bogus apps were made worldwide. Because of the industry regulator's actions, none of the money from the text message scam made it to the fraudsters.

PhonepayPlus' director of strategy and communications, Patrick Guthrie, wrote in the company's press release that he is pleased with the 50,000 pound fine, as it sends a message that his company will "continue to clamp down on those who wish to take advantage of U.K. smartphone customers." Guthrie said all the mobile phone users affected by the RuFraud scam would get their money back.

(AP) ? Talks between Iran and six world powers snagged Wednesday over dueling proposals concerning Tehran's nuclear program, a tug-of-war that pits international concerns about the Islamic Republic's potential to build atomic weapons against enforcing crippling sanctions on its people.

The daylong back-and-forth in Baghdad focused largely on whether the current enrichment level of Iran's uranium production is a red line the U.S. and other powers will not permit for fear it could become warhead-grade material.

At stake is the threat an Iran armed with nuclear weapons could pose to its neighbors. The U.S. and Israel have indicated readiness to attack Iran if diplomacy and sanctions fail to curb its nuclear program. Both suspect that Iran is aiming to build nuclear weapons, and Israel believes it would be a prime target.

Iran insists its nuclear program is peaceful.

Western negotiators presented a package Wednesday that called on Tehran to place a freeze on its enrichment of uranium to 20 percent, considered a short technical step away from bomb grade. In exchange they offered benefits, including medical isotopes, some nuclear safety cooperation and spare parts for civilian airliners, much needed in Iran.

But they snubbed Iranian calls for an immediate easing of economic sanctions imposed on Tehran for flouting U.N. Security Council resolutions demanding the suspension of all enrichment.

Iran brought a potent bargaining chip to the table, tentatively agreeing on the eve of the negotiations to allow U.N. inspectors into a military complex suspected of conducting nuclear arms-related tests.

The gesture was seen as an attempt to head off painful July 1 sanctions on its oil exports to lucrative European markets. U.S. and European measures have targeted Iran's oil exports ? its chief revenue source ? and effectively blocked the country from international banking networks.

But diplomats from the six world powers have refused to consider postponing the new harsher sanctions.

The talks, scheduled to continue Thursday, are seen only as a small step forward in a delicate negotiating process that likely will unfold over months. That would likely bring objections from Israel, which claims that Iran is only trying to buy time to keep its nuclear fuel labs in full operation.

But a delay could allow U.S. and European allies to tone down threats of military action ? despite calls Wednesday from a hawkish alliance of U.S. senators who urged negotiators to take a hard line against Iran "to leave no doubt that the window for diplomacy is closing."

"The Iranian regime's long record of deceit and defiance should make us extremely cautious about its willingness to engage in good-faith diplomacy," Republican Sens. John McCain and Lindsey Graham, and Independent Joe Lieberman, wrote in Wednesday's editions of The Wall Street Journal. "The U.S. must be prepared, if necessary, to use military force to stop Iran from getting a nuclear-weapons capability."

The Baghdad meetings opened with the so-called 5+1 group ? the permanent U.N. Security Council members, the United States, Russia, China, Britain and France, plus Germany ? putting forward a proposal aimed at putting a cap on Iran's growing stockpile of uranium enriched to 20 percent. Iran says the uranium is for fuel for medical reactors, but Western diplomats say Tehran already has many times more than it needs, and that moving from 20 percent to bomb-grade purity is a relatively quick and easy process

"We hope the package that we put on the table is attractive to them so they will react positively," Mike Mann, spokesman for the head of the European Union delegation that is leading the talks, told reporters. "It's up to them to react."

He also suggested that any rollback in sanctions was unlikely in the Baghdad talks, calling them a "matter of the law and they will come into force when they come into force."

Hours later, Iran put forth a counterproposal that includes "nuclear and non-nuclear issues," according to the member of its negotiating team. The official would not discuss details of the plan but said it was to be discussed in private meetings with diplomats from the European Union and China, an Iranian ally.

Iran's top officials, including Supreme Leader Ayatollah Ali Khamenei, have repeatedly said that Iran does not seek nuclear arms and have called such weapons against Islamic principles.

During a visit to western Iran on Wednesday, President Mahmoud Ahmadinejad evoked Khamenei's belief that "production and use of weapons of mass destruction is forbidden" by Islam.

"There is no room for these weapons in Iran's defense doctrine," he said at a gathering to commemorate victims of Iraqi chemical weapons during the 1980-88 war with Saddam Hussein's Iraq.

Even so, Iran is sticking to its right to enrich uranium as a signatory of U.N. nuclear treaties. The high-enriched uranium is far above the level needed for energy-producing reactors, but is used in medical research. Iran claims its nuclear program is only for electricity and medical applications.

Earlier this week, Tehran tentatively agreed to allow the U.N. International Atomic Energy Agency inspect the Parchin military complex southeast of Tehran. That's where the U.N. believes Iran ran explosive tests in 2003 needed to set off a nuclear charge. Tehran says Parchin is not a nuclear site.

Mann expressed cautious optimism about the still-unsigned deal but said it would have little bearing on Wednesday's talks. In Washington, White House spokesman Jay Carney lauded it as a positive step forward, "but we judge Iran by its actions, not by its promises."

The Iranian envoys entered the talks sorely wanting to lessen, or at least delay, an EU decision to cut all crude oil imports from Iran that are set to take effect July 1. The 27-nation EU accounts for just 18 percent of Iran's total oil exports.

Earlier this week, the U.S. Senate backed proposals for further sanctions on Iran, including requiring companies listed on U.S. stock exchanges to disclose any Iran-related business. U.S. and European measures already have targeted Iran's oil exports ? its chief revenue source ? and effectively blocked the country from international banking networks.

Oil fell to a seven-month low near $91 a barrel Wednesday on hopes of progress in the talks.

If the July 1 sanctions start as planned, Iran's Economy Minister Shamseddin Hossein predicted they will backfire, warning this week that Europe should expect a crude oil price of $160 a barrel should the embargo remain in place.

That puts a ticking clock on a negotiations process that, for all its bluffing and brinksmanship, may drag on "for several weeks, if not for several months," said Bruno Tertrais, senior research fellow at the Foundation for Strategic Research in Paris.

"There will be incentives to not rush toward any kind of deal," Tertrais said.

Obama, G8 may remind Iran of their own "oil weapon"

WASHINGTON/NEW YORK (Reuters) - Late last year, Iran issued a series of not-so veiled threats to the West, suggesting it could use its "oil weapon" to show displeasure over toughening sanctions by halting exports or disrupting the Strait of Hormuz.

This weekend, the Group of Eight nations may offer a timely retort: We've got an oil weapon of our own, and we're not afraid to use it.

After months of intense but quiet diplomacy with key allies, President Barack Obama may secure the support of the G8 to essentially pre-authorize a release of strategic reserves later this summer, just as U.S. and European sanctions on Iran come into force.

G8 leaders at this weekend's summit at Camp David will discuss a "range of options" to address oil market strains, Tom Donilon, President Barack Obama's top security aide, told reporters. The Japanese news agency Kyodo reported on Wednesday that Obama would urge leaders to support plans to release reserves.

While leaders are likely to stop short of any hard and fast commitment to intervene in the oil market, the talks will show that this month's slump in oil prices hasn't deterred Obama from moving toward tapping the Strategic Petroleum Reserve (SPR) again - an unprecedented second release for a U.S. president.

U.S. crude oil has tumbled 12 percent this month, dropping to the lowest since before a November U.N. report on Iran's atomic program which kindled global fears.

Obama's focus on the SPR carries risks: Republicans will blast the White House for using a national security tool to buy votes; Saudi Arabia and other OPEC allies may cry foul for having their market-balancing role usurped; and some consumer nations, like Germany, have resisted suggestions of using stockpiles.

"Last year, the president released 30 million barrels of the reserve to manipulate oil prices and has yet to refill it. Releasing even more this year only lessens our buffer and protection when a true crisis hits," said Senator David Vitter, a Republican from Louisiana.

And it may do little to affect oil prices in the short-term: Analysts say many traders have priced in a likely release, and that right now, markets are well supplied.

But the message between the lines may ultimately be more important than the act itself, reinforcing a growing perception that Obama is leading a fundamental rethink of the strategic value of government crude.

A YEAR IN THE MAKING

It is a shift that began exactly a year ago, when the International Energy Agency's governing board issued a surprisingly blunt statement warning oil producers that it could use "all tools at its disposal" if they didn't increase output to offset Libya's war-torn exports. A month later, in June 2011, the IEA announced a plan to release 60 million barrels, the biggest coordinated oil sale in its history.

This year's discussion would go further, using reserves as an affirmative policy tool rather than a supply of last resort, some analysts have suggested.

In the case of Iran, consumer nations could plan to preemptively fill any supply loss before it occurs, allowing them to amp up pressure on Tehran without inflicting further damage on their fragile economies.

"I think there is a debate globally on when and how to use strategic stocks, and there are lessons being learned in that regard, including whether a joint IEA approach is required," says Ed Morse, global head of commodities research at Citigroup and a former energy expert at the State Department.

Any war of "oil weapons" would be asymmetrical: The SPR would run out of oil within a year if it were forced to compensate for all of Iran's 2.2 million barrels per day of exports. But signaling a more liberal approach to the SPR will keep oil traders - and Iran - on edge.

The UK and France have indicated their support for releasing stocks, according to diplomats. Germany, the EU and the head of the IEA have voiced reservations, maintaining the strict interpretation that such reserves are to be used only in the event of a major supply disruption - for which no precise threshold has been set.

"I think it's fair to say that there is an ongoing reevaluation and it is likely to be accelerated if only because the SPR is becoming increasingly unusable," said Morse.

The unexpected surge in U.S. shale oil production in North Dakota and Texas is expected to dramatically reduce demand for imported sweet crude in the Gulf Coast, where the caverns holding the Strategic Petroleum Reserve are located. Almost half those caverns hold the same type of light, sweet crude.

NOT A FOREGONE CONCLUSION

The timing of this weekend's discussion is precise: World powers are due to hold a second round of nuclear talks with Tehran in Baghdad on May 23. The United States says Iran's nuclear program is a cover for developing the capability to build atomic bombs, while Iran says it is for civilian purposes.

"My guess is the G8 will come out with a statement that 'Should Iran be not be forthcoming, we are prepared to use the petroleum reserves that are at our disposal,'" said Guy Caruso, the former head of the Energy Information Administration (EIA).

That wouldn't mean tapping the reserves is a foregone conclusion. It is unclear yet whether Obama and allies would opt to wait and see if Iran's exports fall and prices spike, or move preemptively to head off a speculative panic that could drive U.S. gasoline quickly above $4 a gallon.

ClearView Energy Partners says an SPR draw is "more likely than not" before July 1. Even if OPEC were to pump more crude, the SPR would not be off the table, they said in a recent research note.

"For a U.S. politician seeking reelection, getting crude from 'all of the above' may prove to be the most politically viable strategy," ClearView's Kevin Book said in the note, referring to Obama's domestic energy policy.

Iran's exports have fallen by more than a fifth since the start of the year as European nations abandon contracts and Asian importers cut back shipments.

And the shipments could be further curtailed in two ways.

Any country that wishes to continue buying Iranian crude without falling foul of sanctions must gain an exemption by June 28, six months since Obama signed tough new sanctions into law. Only Japan and 10 European countries have so far won exemptions, although India this week said it would continue cutting back over time, without giving a target.

Even if Obama grants more waivers, as is widely expected, European sanctions that come into full effect on July 1 could bring exports to a swift halt by blocking access to the critical London-based tanker insurance market.

Britain is lobbying its fellow EU members for an up to six-month delay on those provisions, which would ban European Protection and Indemnity clubs from covering vessels carrying Iranian crude. Asian importers are lobbying for relief.

Until a decision is made to tap reserves, the price of oil could remain high.

"Markets at this point have discounted all the political talk," said Caruso. "The only thing that would move a market now would be an actual decision to tap reserves."
